dYdX (DYDX) was 3.4% higher over 24 hours, at $0.1095, on the CoinGecko dydx-chain page at 06:26 UTC on 28 October 2026. Seven-day performance was a 7.7% decline, and the 30-day change was a 19.1% decline, so the rise is one session inside a falling month.

Proposal 399 is the governance item in that window. The dYdX Chain record shows it submitted at 12:40:10 UTC on 26 October 2026, voting from that timestamp, and ending at 12:40:10 UTC on 29 October. A read on 28 October still returned PROPOSAL_STATUS_VOTING_PERIOD. Final settlement closes the perpetual book, not the token that book tracks. An open voting period is a live proposal, not a completed delisting.

Daily CoinGecko closes from 31 July to 28 October 2026 peaked at $0.1528 on 2 October.

What the forum posted on 23 October

The dYdX community forum published the discussion on 23 October 2026, timestamped 9:37am, calling for a wind-down of 17 dead and low-activity markets. Its 17-line summary prints ENA-USD twice, and the names match the foundation post below. A later section adds 1INCH-USD to the low-activity group, cites oracle cost for WTI-USD and XAG-USD, and cites a planned shutdown of the Solana, Ethereum and Base nodes behind the Slinky feeds for ENA-USD, ONDO-USD and WLFI-USD. Eight markets, the post says, had a median 24-hour volume of $0 over four weeks.

The forum calendar put the vote on 27 October and a delisting on 30 October. The chain used a different clock.

What proposal 399 puts on the chain

The dYdX Foundation's post on 26 October is the public notice of that on-chain vote, and it repeats ENA in the same way the proposal title does.

Seventeen MsgUpdateClobPair instructions are in the proposal, and clob pair 78, ENA-USD, appears twice, so the distinct-book count is 16. 1INCH-USD is absent from the messages. Each included pair is written to STATUS_FINAL_SETTLEMENT, with its Slinky market set to disabled, if holders pass the proposal and the chain executes it.

The deposit is 2,000 DYDX, the chain's minimum. A tally at 06:27 UTC on 28 October showed 185.04 million DYDX on the yes side, 16.03 million abstaining and 350 against, with veto weight at zero. Bonded supply was 283.18 million DYDX, about 71.0% of it already cast. Quorum and the yes threshold are both 0.50, and voting runs through 12:40:10 UTC on 29 October, so the weights can still move.

Execution would stop new trading on those books and switch off the price feeds. Spot markets in ApeCoin, Ethena and Ondo would stay put. How Ondo Finance tokens track Treasuries is about that token, and Hyperliquid is a separate perpetual venue.

  • Yes 185.04 million DYDX, abstain 16.03 million DYDX, against 350 DYDX, beside 283.18 million bonded and a 0.50 quorum (chain tally and staking pool, 06:27 UTC, 28 October 2026).
  • Eight markets in the forum post had a median 24-hour volume of $0 over four weeks (dYdX forum, 23 October 2026).

Verdict

The live item is housekeeping on quiet perpetual books, plus oracle cost on WTI-USD and XAG-USD and a planned node shutdown behind ENA-USD, ONDO-USD and WLFI-USD.

What to watch is 12:40 UTC on 29 October. After that the chain either executes final settlement on the 16 distinct pairs or the proposal fails. Any repair of the repeated ENA line would be a later proposal.

Prices, tallies and proposal status were taken from the CoinGecko dydx-chain endpoint, the dYdX Chain REST and the dYdX forum on 28 October 2026, and each of them can move. This record is information rather than a recommendation to trade DYDX or to cast a governance vote.
