Markets.com Review 2026: Safecap Holds the CFD Contract

Markets.com's EU page shows a 1.30-pip EUR/USD spread on 7 October 2026, not the homepage 0.0 line. Safecap Investments Limited holds the CFD contract.

Markets.com's own EU homepage says trading fees start from 0.0 spreads, but the EUR/USD panel on that same Safecap site printed 1.30 pips on 7 October 2026. The instrument page also showed a spread percentage of 0.0116%, a margin ratio of 1:30, and overnight interest of -0.0144% on a long position and -0.0075% on a short position. Safecap Investments Limited, named in the footer as operator of www.markets.com/en/, states in its cost document that it charges no commission. On a US dollar account, 1.30 pips and a zero commission is $13 per standard lot of 100,000 euros. A spread of 0.00 does exist on the trading-conditions table, on the Canopy Growth share CFD, at a margin ratio of 1:2. That row does not price this pair. It is not the EUR/USD ticket.

Three Safecap documents still on the public site do not agree on how often retail clients lose money. The live banner on 7 October 2026 says 85.4%. The investment services agreement effective February 2026 says between 74% and 89%. The cost and charges document effective July 2025 says 72.3%. Same provider, three percentages, and no footnote that reconciles them. The July cost example also prices a EUR/USD spread of 0.00018, or 1.8 pips, and calls the examples indicative. The web print on 7 October 2026 is 1.30 pips. Treating "from 0.0" as the cost of this pair means reading a marketing minimum, not the ticket.

The company that signs

The brand and the counterparty are different companies. The February 2026 agreement is with Safecap Investments Limited, HE186196, telephone +357-22278807, CySEC license 092/08. The client opened the account via www.markets.com/en/. Safecap is the counterparty and the principal, not an agent, and the agreement says the firm does not offer investment advice or portfolio management.

Finalto sits one step back. The July 2025 cost document says the MARKETS.COM trademark is used by Safecap and owned by Finalto (IOM) Limited, and that Safecap has sole use of www.markets.com/en/.

The footer on 7 October 2026 also names Markets International Limited, Saint Vincent and the Grenadines registration 27030 BC 2023, and Markets South Africa (Pty) Ltd, FSCA license 46860. Those are not the party on the /en/ agreement. The cost PDF adds a further South African number, 43906, on Safecap itself. This review did not open the FSCA register, so 43906 stays a line in that PDF.

On 30 June 2023, Matthew Maloney, described by FX News Group as CEO of Finalto Group, said: "The appointment of Stavros marks a milestone in the evolution of markets.com. His dedication to customer service and the growth of our global business is exemplary. Finance Magnates reported on 11 July 2025 that the Cyprus operator had appointed Andreas Kyriacou managing director and chief executive, days after Stavros Anastasiou left as group chief executive, and that Kyriacou confirmed he oversees only Safecap. The EUR/USD ticket

All-in here means one standard lot opened and closed, before overnight financing. The lot is 100,000 euros. One pip is $10. Dollars equal pips times 10, plus any round-turn commission. The cost document says "We do not charge any commission fees," so the web ticket is the spread.

On 7 October 2026 markets.com/en/instrument/eurusd/ showed 1.30 pips. The same 1.30, margin ratio 1:30, minimum order 1, and both overnight percentages were on the web table at trading conditions. That is $13.00. No Standard or Raw tier is named. MT4 and MT5, under "Minimun Spreads (Pips)", list a minimum of 1.0 on a 100,000 lot, rollover -5.42945 and -16.5668, Sunday to Friday 21:00 to 21:00 GMT. A fill at that floor would be $10. The chart does not use $10.

Canopy Growth is the row at 0.00, a share CFD at a 1:2 margin ratio. EUR/USD is not that row. The homepage cap of 1:30 matches this pair. The zero-spread claim does not.

Frankfurter, retrieved 7 October 2026, returned the ECB rate for 6 October 2026: 1 euro = 1.1269 dollars (Frankfurter). A 0.00013 price gap divided by 1.1269 is about 0.0115%. The page prints 0.0116%. The bar uses the pip. Yahoo returned HTTP 429 and is unused. No commission in this comparison was in a currency other than the dollar, so nothing was converted at the ECB rate. The 1.2% fee applies only when the account currency differs from the quote, and it stays off the USD bar.

Pepperstone EU Limited, HE 398429, CySEC 388/20, Limassol, was opened on 7 October 2026 at its forex spreads page. EURUSD reads Razor minimum 0, Razor average 0.1, Standard minimum 1, Standard average 1.1, from 1-31 August 2026, all sessions. Commissions apply only on Razor forex CFDs, and the page prints no dollar amount. Standard all-in is 1.1 pips and no forex commission, $11 a lot. That is an August average, not a 7 October quote. The Razor zero is not charted. Retail losses on the page: 74.1%.

IG resolved, the same day, to forex CFD product details. The footer names IG International Limited, licensed by the Bermuda Monetary Authority, part of IG Group, parent IG Group Holdings Plc. Not the UK FCA firm. One standard contract is 100,000 of the base currency and EUR/USD is $10 a point. The row shows a minimum of 0.6, averages of 0.86 and 1.13, and no added commission unless the client is told in writing. Minimum all-in: $6. Footnotes date both averages to the 12 weeks ending 29 May 2020, so 0.86 and 1.13 are dropped. The bar is a minimum, not an average. The weekend minimum of 6 points stays off the chart. IG International's published minimum is $6. Pepperstone EU's Standard average for August 2026 is $11. Markets.com's web spread on 7 October 2026, with zero commission, is $13.

What the $13 bar leaves out

Overnight financing sits outside the bar. On 7 October 2026 both EUR/USD rates were negative, -0.0144% long and -0.0075% short, so either side paid the rollover on that print. The MT point figures are a different unit and are not added on top. The cost PDF charges the swap at 22:00 GMT, or 21:00 GMT in daylight saving time. Its 3.75% FX input is annualised and divided by 360 inside the formula. It is not a daily debit of 3.75%, and the web percentages already show the charge.

The July 2025 example uses a 0.00018 spread on 2,000 units, equal to $0.36, and calls the examples indicative. A four-day sum on 100,000 units prints -49.44 dollars and then "USD 49.22." Those lines disagree, so 49.22 is dropped. The 1.8 pip example is not the 7 October quote.

A euro account pays the 1.2% conversion because the quote is in dollars. A dollar account on this pair does not. Safecap charges no deposit or withdrawal fee of its own under clause 27.7. Banks still might. The minimum credit is not lower than $100.

After 90 days with no trade, no open or close, and no deposit, the account is inactive. The clock restarts if any of those happens. The fee is $10 a month, and only if every account is inactive. Below $10, the fee equals the balance. Denmark-domiciled residents are exempt. A zero-balance MT4 or MT5 account with three quiet months is archived.

Losses cannot exceed equity, costs included. The client cannot lose more than the funds deposited. That cap does not shrink the 85.4% figure.

Register versus agreement

The CySEC card was opened on 7 October 2026: entity 37601. The address matches the contract. License 092/08, dated 28 July 2008. Company number 186196, registration date blank. Trade names SCAPFX and MARKETS.COM. Previous name Arbat Capital Ltd. Approved domain www.markets.com/en/.

Reception and transmission, execution, and dealing on own account are each ticked for instrument classes 1 through 10. Portfolio management is ticked only for class 9, which the register defines as financial contracts for differences. The February 2026 agreement says the firm does not offer portfolio management. Both are on the record. The register tick is not treated here as evidence that Safecap currently sells a managed portfolio.

The phone numbers disagree. The register lists +357 22 278 853 and info@safecapltd.com. The agreement and the footer use +357 22278807. Same city, two numbers, no note explaining the gap.

The card lists cross-border services into a run of EEA states, Denmark among them. The inactivity clause exempts residents domiciled in Denmark and charges the rest. The homepage footer separately says the firm does not open accounts for residents of certain jurisdictions, including Japan, Canada, Belgium, and the United States.

Verena Ross, ESMA Chair, was not speaking about this broker. On 12 March 2026 she said: "Enhancing the investor journey is one of ESMA's flagship projects to facilitate simplification and reduce burden for participants in financial markets. ESMA will take forward concrete work to make it easier for retail investors to participate in the EU capital markets." She added: "This work must remain a priority and requires ESMA to work in a joint effort with market participants, the European Commission, co-legislators and national governments to improve retail investor access." What would change this reading

This review scores Markets.com 3.4 out of 5. That is an editorial reading of the file retrieved on 7 October 2026, not an instruction to open, fund, or close an account.

Safecap has held CySEC license 092/08 since 28 July 2008, and the register address matches the contract. The firm says it is the principal. Negative balance protection is written down. Commission on the standard schedule is zero. The deposit floor is not lower than $100, and the EUR/USD web spread is published.

A higher score would skip the contradictions. "From 0.0 spreads" is not the EUR/USD ticket. The $13 web print sits above Pepperstone EU's August Standard average of $11 and above IG International's $6 minimum, and that IG bar is a floor beside averages from 2020. Both overnight rates were negative. A non-USD account adds 1.2%. Silence for 90 days adds $10 a month. Finalto owns the brand and does not sign the trade. The loss line is 85.4%, or 74% to 89%, or 72.3%. The register and the agreement disagree on portfolio management and on the telephone number.

None of this is a forecast of the euro. A web spread that held the 1.0 pip MT minimum, commission still zero, would make the round turn $10 and would still sit above the Pepperstone August average and the IG floor. The chart would need a new retrieval. One loss percentage on the banner, in the February 2026 agreement, and in the July 2025 cost PDF would close the other gap. A new commission, or a tighter spread that appears only after a per-lot charge, would make $13 incomplete. Swap-free accounts, which a client may request on religious grounds and which the firm may refuse, were not measured.

If www.markets.com/en/ stopped naming Safecap, this title would be wrong. Trademark ownership would not make Finalto the counterparty. A 2026 IG average, which the product-details page does not give, would replace the $6 minimum. A dollar Razor commission printed on the Pepperstone EU page would allow a second Pepperstone bar. Taking that dollar figure from a different Pepperstone company is refused.

Who holds the Markets.com CFD if a retail client signs on the EU site?

Safecap Investments Limited holds it. The February 2026 agreement names Safecap, company HE186196, at Cypress Tower in Strovolos, Nicosia, under CySEC license 092/08. The client trades with Safecap as principal. Finalto (IOM) Limited owns the MARKETS.COM trademark. The SVG and South African companies in the footer are different entities and are not the /en/ counterparty.

Does Markets.com really offer a 0.0 spread on EUR/USD?

Not on the pages retrieved on 7 October 2026. The EU homepage says fees start from 0.0 spreads. The EUR/USD instrument page showed 1.30 pips. MT4 and MT5 publish a minimum of 1.0 pip, which is a floor, not a print of zero. The one exact 0.00 in the web table was Canopy Growth, a share CFD. The 0.0 line is a marketing floor for a different product.

What does one standard EUR/USD lot cost at Markets.com on a dollar account?

Thirteen dollars, before overnight financing, on the 7 October 2026 web print. The spread was 1.30 pips, and one pip on a standard lot is $10 when the quote is dollars. The July 2025 cost document says there is no commission. A 1.2% conversion applies only if the account currency is not the quote currency, so it is not inside that $13. The MT minimum of 1.0 pip would be $10 only if the trade filled there.

Why are there three different retail-loss percentages?

Because three current Safecap documents say three different things. The banner on 7 October 2026 says 85.4% of retail CFD accounts lose money. The agreement effective February 2026 says between 74% and 89%. The cost PDF effective July 2025 says 72.3%. This review does not average them. A client quoting one figure should name the document it came from.

Is the 3.4 score a suggestion to open an account?

No. The 3.4 is an editorial score for how readable and how consistent the public cost file is, set against two peer tickets retrieved the same day. It is analysis, not a recommendation. Capital is at risk on CFDs, and Safecap's own banner says most retail accounts at this provider lose money. Nothing here is an instruction to fund an account or to take a position in the euro.
